ON THE CHINA INCIDENT.

Not So with China," by JIAP Board Member Kurt Campbell,
Outlook front page, WP4/8/01. We will comment more later
this week.
We are beginning to do more highlighting in the newsletter.
If anyone is having trouble with this, please tell us. We
can return to the "simple" format." We are also considering
going to a password-protect system to retrieve the newsletter.
We are finding that our readership is greatly beyond our
paid membership. Comments and suggestions are welcome.
The JIAP newsletter staff is taking a three week vacation
to do spring cleaning and to organize our April 24 program
on Energizing Japan's Politics: New Tools with New Consequences
with Larry Repeta, Robert Pekkanam, and Jean Grier. We will
issue Flashes when necessary.
As astute readers have pointed out, Ms. Cornelia pooped
in the potty on April 2, not popped in the potty. Ms. Cornelia
had her first soccer game on 4/7. Mom and dad now have two
soccer games to go to. A milestone.
Congratulations
to JIAP Board member Kurt Campbell. He appeared on NPR,
Nightline and other programs to discuss the spy plane incident
with China. He will be holding a private briefing for the
Japanese Embassy on the security alliance (arrangement)
later this week.
Congratulations to JIAP summer intern Seth Drewry for winning
a Coughlin award for Asian History at the University of
Virginia. He was one of our best interns who was an extremely
quick study and we only expect the best from him. He is
job hunting!
Congratulations to Ms. Cornelia Smith. On April 2, she finally
popped in the potty.
Watch for an April 24 program on Energizing Japanese Politics:
New Tools for Change. Discussion on Japan's new freedom
of information law, administrative reforms, and civil society
and how these changes may affect US-Japan relations.

MORSE TARGET OF WASHINGTON'S MOVERS AND SHAKERS 2001 will
debut March 15 at Noon in a conference at the law firm of
McKenna & Cueno, 1900 K Street, NW, Suite 100, Washington
D.C. Dr. Ronald A. Morse, Professor of International Economics
and Business, Reitaku University in Tokyo will present his
observations and Chris Nelson of The Nelson Report will
provide color commentary. Time: Noon - 2:00 PM. Brown Bag
Lunch discussion. Registration: $10. One Target monograph
and "Armitage Report" will be available to attendees. Extra

We
bid a sad farwell to our winter intern, Matt Walczewski.
He was among the best interns we have ever had. Matt a student
at Truman State is off to spend a semester at an university
in Japan. Gambatte!
A future Japan expert (boy) was born in February to Deputy
USTR for Japan, John Neuffer. Congratulations!

Congratulations to our research director Ian Hillman who
has entered the US Foreign Service. We are taking bets on
which third world country he will be sent. We will miss

Stern, was married to Derek Davis on Sunday, October 29,
2000. The happy couple works at the New York City Opera.

- The
JIAP office will be closed on Monday for the holiday. We
will issue JWW A on Tuesday.
Don't forget that Oct 9 is a holiday in the US and Japan.
In Japan, it is Taiiku no Hi, or Sports Day, a national
holiday to foster healthy minds and bodies through physical
activity. It was established to commemorate the 1964 Olympic
Games in Tokyo.

Today,
JIAP mourns the demise of the Japan Economic Institute.
The Japanese Foreign Ministry's closure of this important
organization will be a strategic blow to American understanding
of Japan. Over the past 30 years, the Institute has provided
excellent highlights and analysis of Japanese policy.
The Institute was the starting point for every student
and analyst of Japan. JEI will be missed by Japanese and
Americans alike. Do, however, keep checking their website,
we understand that the MOFA is trying to find funding
for occasional contracted reports on the site. http://www.jei.org
This move has been one of many over the past few years,
by the Japanese government to eliminate or to cut funding
to U.S. institutions that traditionally held programs
and conducted studies on Japan. In Washington, the Keidanren,
the Sasakawa Peace Foundation, and the Embassy's Information
& Culture Center, with their increased funding, will soon
be the only resources on Japan.

- Senator
Max Baucus (D-MT) entered into the International Trade Commission's
record during a September 13th Hearing on "Sunset Review"
our Board Member Mark Tilton's (Purdue) paper on "Japan's
Steel Cartel and the 1998 Steel Export Surge," where he
outlines in detail Japan's collusive steel policy and practices.
The paper was written for JIAP for a Japan-US Friendship
Commission Public Policy Program in October 1998.
