| In the fall of 1989, Dr. Ronald Morse, then a professor at Ritsumeikan University, devised the "Morse Target: Washington's Movers and Shakers on Japan" to provide a visual map to who "matters" in the making of U.S. policy toward Japan. The first Target appeared in the issue of Venture Japan, a short-lived journal on U.S.-Japan relations.
In the first and continuing versions of the Target, Dr. Morse collaborated with Ms. Mindy Kotler who established the Japan Information Access Project and its successor Asia Policy Point. After Venture Japan, JIAP and APP have been the publisher of Target. there have been eight issues of the Target. The most recent appeared in April 2006 and another issue is expected in April 2007.
